Spare tire stolen

Have a 2010 LE and the spare was stolen. All they did was slide under and cut the metal hanger and took off. Any easy fix/mod for a hanger? The whole assembly is about $200.

You're better off replacing the assembly. It's tough to mend the cable and unless they cut it near the very end, the repaired part won't be able to be retracted into the mechanism. Also, if the repaired section fails, you could be dropping that spare wheel on the road and potentially cause an accident for anyone driving behind you.

Do you know if the bolt heads are easily accessible? looks like they are facing the top of the crossmember.

I don't know how easy they are to get to, but it does appear they comes down from the top of the crossmember:
