Have someone crawl under the vehicle to hold the other end with a wrench and you loosen it from topside.

Whether you cut it off or manage to get the bolt unscrewed from the weld-nut that broke off, fixing it for installation at a later date is easy enough to do with a rivet-nut. It's sort of like a pop-rivet but it's a nut that can be installed where the weld-nut broke off, inserted through the bolt hole and clinched in place with the install tool.

Awesome, thanks folks! This one happens to be above the gas tank... so I'll cut off the head of the bolt and it'll fall down, and ideally not jam something up under there, or maybe it'll still be in place but loose and I can figure something out.
