Because the low fuel light comes on after you've consumed 17 gallons, with about 4 gallons of fuel left. You don't run the vehicle completely out of gas before refueling. If you did, you'd get 357 miles, but most people fill up at slightly below 1/4 of a tank when they're trying to figure their fuel economy.
