What is this?

I am sure something is missing from there, but it looks like there is a button..... the hole right above the "P" for park.

Any thoughts????

Some cars' shift lock engages when you've been in an accident. Good to knwo if its a fender bender, and all of a sudden, you can't get your car in gear.

According to page 5-16 in the manual it is needed if the battery is discharged and the shift lock will not disengage even with the key in the ignition and your foot on the brake pedal. I would assume from this the shift lock needs power to operate and therefore a dead battery means you won't be able to shift it out of park, hence you use the release button if you want to put it in Neutral to tow it.
