Yes, its an EU law that headlamp washers are fitted but I can't see why you'd need them. They're usually pretty ineffective.

You could remove the front guard deal. I'm pretty sure it's not rubbing on the actual mud flap (the one on the rear of the front wheel wells), it rubs on the outer edges of the small piece mounted below the front bumper.
