For these types of job I would have recommended Sumo Tape. I have that as well as standard 100mph tape and the Sumo stuff rocks.
a bit more expensive but it is worth looking at if you don't already have some.

If you are looking to have it checked then I would say leave the treatment till after - the treatment cleans carbon and crud off the valves when injected via the vacuum pipe, through the tank it cleans the pipes and injectors. Well as discussed before If you don't run the engine and drain via lowest point I think you only drain or suck what is in the box but not what is in the torque converter. DRL are standard in Canada and use the headlight on a lower output. Were you going to buy a kit and just install that - in Canada if you import without the DRL you can get a kit in Canadian Tire that makes it legal, from memory about $30.
