Sounds like an excellent tool for the price, especially considering the guessing games you sometimes get into with the codes on Nissan evap systems. C1163 is a steering angle code meaning the ABS has gone failsafe. It's derivative and should clear when you address the underlying issue, which is the C1140. You probably have codes in the ABS, you'll need a better scanner that can read it. The free scanners at most parts stores can read ABS, tranny, and SRS in addition to the engine.

That sounds like a bad spiral cable. The steering shaft ground to the chassis rarely goes bad. See EL-110 here, try pulling connector Z2 at the spiral and jumper a ground to Lt Green/Black on pin 3. I don't know how you're ohming the circuit with the engine running and power applied, that's meaningless (and can blow up your meter). The only things that matter are that the solenoid coil isn't shorted, the Blue/White wire has integrity, and the ECM driver works and has integrity. This isn't rocke...

It could, or it could mean the MOSFET driver inside the ECM is blown short. The way to tell is to disconnect the circuit at both ends and ohm the control wire to ground. If it ohms infinity then the wire is good and the ECM is bad, if it ohms continuity then there's a short in the harness.
