I don't know how you're ohming the circuit with the engine running and power applied, that's meaningless (and can blow up your meter). The only things that matter are that the solenoid coil isn't shorted, the Blue/White wire has integrity, and the ECM driver works and has integrity. This isn't rocke...

IIRC the ECM on a '98 should be upright behind the glove box. Nico has a complete FSM for your ride, you can find the Engine Control section here:

It could, or it could mean the MOSFET driver inside the ECM is blown short. The way to tell is to disconnect the circuit at both ends and ohm the control wire to ground. If it ohms infinity then the wire is good and the ECM is bad, if it ohms continuity then there's a short in the harness.

Throwing parts at it is just going to cost you bucks and get you frustrated, you need to isolate where the pressure is going. Pinch off the return line, that's a conclusive test. If that makes it hold pressure then the regulator is bad, if it doesn't then the regulator is fine and the problem is som...

You should check the fuel pressure regulator, that's the "return" to the tank and will cause a drop like that if it's leaking or stuck open. When it's operating normally the pressure will hold in a "no vacuum applied" state for awhile after priming. Check for fuel in the regulato...

You'll have to space it up from the floor to the track, the tracks are an assembly and you'll trash the OCS (occupant detection) system if you try to disassemble them. IIRC the mounts are flat to the floor and not angled, so you shouldn't have any issues putting a cylindrical spacer under each corner.

The Range Switch on R51's is part of the TCM, although they can be removed and you may be able to get an aftermarket replacement without buying a whole Valve Body. I'm not sure about that, but the manual says to replace the VB. That means Nissan doesn't sell it separately.
