Dorman says you can do it with 1 tool, you don't need the transmitter activation tool. You just follow the procedure I was refering to, but you still need a scan tool from what their vid states on YouTube http://www.youtube.com/watch?v=wJdon-rqQEg

The conversion is the same for all makes, you are converting the H9 bulb to fit the H11 harness and socket. The ones I'm going to try hopefully will be better built. The extra 16 lbs of psi shouldn't equate to much considering the o/d of the cylinder is only 3/4 inch in diameter.

So somebody must have replaced the manual with a 2009 model. So at the very least this seems to have been a standard feature for 2008...
