- Since I will go with no lift (or what little lift these Moggs give me) Should I stick with Bilstein 4600?

If you want a shock to increase payload, it would have to be a coil-over shock or an air shock (like Gabriel Hi-jackers). To increase your payload, you could just install Air-lift 1000 air bags, or, get custom springs made. I would go with the air bags because you can adjust it as necessary to your load. It won't destroy your ride quality when unloaded, like heavy-duty springs would.
