My 85 200sx was notoriously hard to tension, due to the pulley being to slick. Try either replacing the alt pulley or roughing it up some with sand paper.
I haven't worked on the 99 before, does it have an auto tensioner? If so, is it too weak to get proper tension? You may need to replace. not an expensive repair
