Problems with Voice Tags

How do you add a voice tag to contacts contained with your address book? Sometimes when i enter a new contact it gives me the option to add a voice tag and sometimes it doesn't. Is there a way to reset the whole system? I have a 2005 Nissan Pathfinder by the way.
