no 4 low

I had my clutch replaced. About a year later I pulled off the road to do a u turn and the snow on the side was allot deeper then I thought. Like 3 to 4 feet. I tried to get out but I can't shift into 4 low. Didn't help I had bald tires lol. Does any one have Assn idea what would stop it from going into 4 low its a 97 se
