Temperature gauge not accurate.

My V8 Path Rad fan is always roaring away regardless of conditions. I decided it was time to make a change. I found a cheap 16" electric kit and decided to give it a shot and if that didnt work I would put a new clutch in. I know the nice electric fan kits work but im not spending 500 on it.
When I was testing the system I noticed that the stock electric fan came on as it should at 208 degrees and confirmed with temp gun. The funny thing is that my temp gauge in the cab never moves. It will move as the vehicle warms up to the 1/3 position and the vehicle is at 180 degrees where the t stat opens. From 180 degrees up to 210 that gauge didnt move a millimeter. It never has varied regardless of condition. What could it be the gauge itself? I think the sending unit appears to be working as evidenced by the stock electric fan.
