When the reservoir cap is open and I also open the radiator cap is the coolant from the radiator supposed to go down and fill the reservoir up ? I remember it doing this before I changed my thermostat.

Yes, on R51's the tank is pressurized and there's a crossover tube connecting to the main cooling loop.
