What is this attached to my exhaust

I hope this is the correct sub-topic for this question.
I noticed this item welded onto my exhaust pipe of my gas powered 2005 Pathy, right near the exit. Can anyone identify the small round item in this picture?

Glad to see someone elses grounding strap is just as busted as mine.
What is the importance of this?

The ground on mine is broken as well. What does it do? Ground out static electricity?

All the electrical/electronic components are grounded to the frame, the "Body Ground Strap" ensures an overall proper ground of the vehicle. The ground straps bond the metal components together, like the exhaust system to the frame. I have not crawled under the vehicle yet but expect there will be a few of these ground straps under there.
If there was a short, the current will find it's way to ground by the ground straps. Without a proper ground system, the current will look for a different path to ground.
