license plate light replacement

anybody know how to exchange the bulbs in the license plate area? I know that you cant just get to it under the chrome panel but how do I get to it? I want to put new LED bulbs in for a better look.

It's sort of a pain for 05-07. Access to the bulbs requires getting behind the interior panel on the tailgate. See:

08+ has a single phillips head screw in each lens.
