So the lower Cig plug (Always on)
If I plug one of those small solar battery maintainers into that plug, will it trickle charge my battery? or is there some diode in the circut to prevent power going into the battery?

Not sure but I think you'd be good to go.

So I tried plugging in a motomaster jump pack, Cig lighter to cig lighter plug into the lower (Car) plug and it never transfered any juice to the Truck battery.

the jump pack voltage was higher than the truck. I measured both voltages with a cig plug meter at both ports so I know they're putting out power.
Juice just doesn't want to flow into the truck it seems.
