Need help with my tailgate

My tailgate will not open, I went to shut the tailgate one morning and it wouldn't latch all the way shut. I tried it a few times and the last time it didn't latch all the way, but I can't open it now either. It is stuck in what I would call the safety position.
I know from the diagrams I found that I can't remove the interior trim with the tailgate closed, so I'm kind of stuck right now. I removed the plastic cover that provides access to the white plastic lock handle and the electric locking mechanism is working fine. I can see that when the handle is pulled, there is a piece on the lack that moves over, but it will not release the jaws of the lock.
I was wondering if there is any way to pop the jaws of the lock open from the inside, or if anyone has any other ideas? I am definitely open to any suggestions at this point. Thanks in advance.
