What is this part?

I bought my 2007 pathfinder used about 5 years ago and shortly after that this piece became unfastened from the windshield behind the rearview mirror:

Over the years I've tried everything from, Velcro to Gorilla Glue to try to get this thing to stay in place. Sometimes it will stay for a year or so until a particularly hot day and I'll be driving down the road and it comes un-done and nearly smacks me in the face.
Does anyone know what this thing's function even is? Is it standard on the 2007 PF? Can I just take a pair of scissors, clip the wire and be done? If not, has anyone else had this issue and what have you done to get it to stay in place?
