seat heater and heated steering wheel

how about creating another subheading in the r51 (and others?) for things that are and are not covered by warranty?
like today i took the pathy in because my steering wheel heater went out and the butt part of my drivers side seat heater doesn't seem to heat.
stealership...i mean dealership just called to say the butt heater is covered under my nissan extended warranty, but the steering wheel heater element (switch and fuse are fine, yeah i know that you idiots) that's -in- the steering wheel is out, and that is not covered under warranty. they also want to charge me $60 (1/2hr labor) for that diagnosis since it's not covered.
i asked well why didn't you look up whether it was covered before doing the diagnosis, he responded that they have to do that before they can check to see if it's covered.
i told them exactly what it was doing, any idiot could deduce that the system was getting power (fuse) and the switch/relay was working fine (it clicks). obviously it's the element. smdh.
argued with the service guy that i didn't want to pay that, since it's not like he had to tear the car apart for 3 hours to figure out what was wrong. he said so you don't want to pay the service technician for his time? at no point when i dropped it off (and there was no $/h figure on the sheet i signed) did he say anything about an hourly. i said i would pay it, but after the seat heater is fixed then i won't be dealing with them anymore.
