brakes not covering all of rotor

Hey there, lurked on here for quite a while . . . great repository of info!
my brakes do not go to the edge of the rotor or close to the hub . . . is this normal? seems as though other vehicle's rotors are shiny right to the edge whereas my rotors rust and bubble toward the edge and squeak against the shields.
I don't mind hammering it off once in a while but finding brake pads that use the entire rotor area would be awesome! any recommendations?
