worn parking brake?

So im at the ramp with the jetski and engage the parking brake. I let off the brake so the ebrake takes the pressure and not the tranny. Well it keep on rolling. i disengage and then reengage thinking it was a fluke.
Any good ideas on how to address this?

Someone correct me if i'm wrong (i probably am, on this subject anyways) but on the type of e-brake on our pathys, doesn't it simply engage the brakes, as opposed to completely locking the back wheels like a "true" e-brake?

R51's use a "hat style" e-brake system, similar to that used on Corvettes for many years. The rear brakes are disc type. The inner hub of the brake rotor is also the drum for the parking brakes, which use a cable operated, shoe setup with a star wheel adjuster. I believe there's an adjustment opening in the face of the rotor hub, IIRC.
