1987 Nissan path finder limp mode

I hope you can help!
My 1987 Nissan will not rev over 2800 rpm. I pulled the ECU codes and get code 13. I replaced the temp sensor and tried to clear codes even unplugged battery for 24 hours. I still get the code 13 and the car is still in limp mode. I cannot get rid of code 13!!!! so I believe the ecu is keeping the vehicle in limp mode. any suggestions of help is greatly appreciated!
