Late Shifts

1994 Nissan Pathfinder XE 2WD
It’s a gimp but it moves-ish. It has a very late shift; it doesn’t shift until about 4500 RPM per gear. It acts like it is in fail safe mode. I tried the TCU code check
Warm the thing up to OP temp, turn it off
Put it in auto [not power] set the shifter to D with OD off
Turn on the key and move the shifter to 2 with OD on
Move the shifter to 1 with OD off
Depress and release the accelerator pedel
But it doesn’t flash any code the ‘power’ shift light stays off, though the light does work as the pre-test… test shows that the light works and is ready for TCU Code display. I am at a loss this things been a money pit. I’ve now spent about 2000-2500 on a vehicle originally meant to cost me 1500. Any ideas on how to check why I’m getting the late shifts, its killing my fuel mileage.
