The Nissan Path

New to me 92 Path with the VG30. No maintenance history so I replaced the timing belt and tensioner, water pump, thermostat and radiator. Radiator was changed because the Path was in a minor front end dinger and the radiator had an interesting bend in the top tank! Changed the oil, and now I'm working on the smaller details. The speedo doesn't drop to zero at the stop, holds at around 14mph. If left at stop for an hour, the needle goes down to zero. Reads correctly at all speeds above 25, verified by the GPS. Is this a lube problem in the speedo itself? Any help gratefully accepted!
