tilt steering problem

on my `95, my tilt steering will only lock at the top or the bottom in your lap.
nothing in between will lock..
nothing in between will lock..
Im still new to pathy and had a similiar problem when I got Sally
Put it all the way down and and slowly let it up and at the same time pulling up on the lever, kinda in a ratcheting procedure and you will feel it catch each time
No owners manual so not really sure if that is how it is sapposed to be or not but it worked on mine ??
