Tachometer problem question

Hi, all:
I have a 1995 SE.
The tachometer doesn't work right.
When I start the car, it sits near zero.
After driving a while, the tach moves up and eventually is at about 7,500 RPM and sits there at 7,500RPM.
The engine is very obviously NOT doing 7,500RPM.
The tach drops back to zero when the car is turned off.
THE QUESTION: Do I need to replace the entire instrument cluster? I've read elsewhere on this site that a thorough cleaning of the traces/ screws/ etc on the instrument panel has helped with a SPEEDOMETER problem, but this is ONLY the TACHOMETER.
Any ideas?

Sounds like you have a bad tachometer and it is available separately from the cluster. That said, they are usually very expensive, so sit down before you hear the price!

had something similar on my last car... buick rainier... did this... fixed stepper motor.
