2001 qx4 fog lights don’t work

So the fog lights on my qx4 havent worked since I bought it. I’m not even sure how they work. Do they turn on automatically or is there a switch? I swapped the relay under the hood with the one for the a/c which I know is good and it didn’t make a difference. Any ideas?
