Corrosion inside rear wheel well - from rocker 2011 Pathy

The inside of the wheel well was looking like it had some corrosion on it. I pushed on it and the metal just broke through into the rocker. The area was filled with sand and rust. It looks like maybe a drain hole became plugged and then it gathered debris.
I flushed it out with water and still will not drain. I think my only next solution is to drill a hole in the bottom of the rocker.

Other holes are clear, as the water from the flushing backed into the rocker and drained, as you can see from the pics.
