Headlight issue??

Daytime running lights are okay after paying $150 for a module. High beams are fine but on low beam, one light working fine(right side) and left side is about half as bright as it is under daytime driving operation. Bulb is dull and it appears as if there is not enough current getting to the bulb under low beam operation, high beams are equal brightness and daytime running lights are equal brightness. Any ideas, really appreciated
