Hard to figure out what you mean by ringing, whether engine, heat shield or otherwise. As for the timing belt, if it has skipped a tooth, it can make a bit of a tinging noise only under acceleration. If its the 3.3L its definitely a rubber belt and does need to be changed eventually. The 3.5 I'm not...

Most likely it is your blower resistor. It's a electrical component that controls the voltage to the blower/fan motor. Usually when they go you will only have high speed. Fairly cheap and not hard to do. Good luck.

The Timing Belt being rubber can dry out over time.
